The City of St. Petersburg collects transportation impact fees (TIFs) for land development projects under the Pinellas County Countywide TIF Ordinance to fund the transportation system improvements needed to support the new trips generated by the project. The City’s Construction Services and Permitting Division calculates the TIF after a permit application is submitted. Property owners are required to pay TIFs before they receive their Certificate of Occupancy. TIF rates are based on the project type and size. If your project is a redevelopment or change of use, a credit is given for the highest previous use on the property since June 30, 1986. Schedule A TIF rates (begin on page 5) apply to projects in most areas of the City of St. Petersburg. Schedule B TIF rates (begin on page 8) apply to projects in St. Petersburg's downtown area. A separate fee schedule (Gateway Areawide Transportation Improvement Special Assessment Fee or GATISAF) applies to projects in the Gateway Areawide Development of Regional Impact, generally located north of Gandy Boulevard and west of Dr. Martin Luther King Street in northern St. Petersburg. GATISAF fees are due at the time a building permit is issued. The Countywide TIF Ordinance fee schedule does not apply in the Gateway Areawide Development of Regional impact.
