BACKGROUND
On November 3, 2003, the citizens of St. Petersburg overwhelmingly voted to keep the Albert Whitted Municipal Airport property as an operating airport. In response to the vote, the City Council met as the Committee of the Whole on December 2, 2003 and recommended the creation of the Albert Whitted Airport Blue Ribbon Advisory Task Force Committee. On December 4, 2003, City Council approved the creation of this committee to be comprised of 19 residents of the City of St. Petersburg.

MISSION
The Mission of the Committee is to review the current status of Albert Whitted Airport, consult with citizens, persons with experience in aeronautical natters, and such other persons as the Committee deems appropriate, and make recommendations to the City Council concerning how the Airport should be maintained, operated, changed, and/or improved.

AIRPORT DESIGN ZONING/ENVIRONMENTAL ECONOMIC FINANCE

Airport Design – Responsible for creating the overall design and layout of the Airport facility, incorporating the work of the other committees.

Zoning/Environmental – Responsible for all issues related to land, land-use and environmental concerns.

Economic Development – Responsible for all issues related to developing the airport and surrounding area.

Finance – Responsible for all issues related to financing of the Airport, including major capital projects.

PUBLIC INPUT
Public input and interaction is a valuable part of the process. As stated above, all meetings were open for public attendance. The Committee has elected, to have a fifteen-minute (15 min) period at the beginning of each General Meeting to allow members of the Public to speak. In the interest of time and efficiency, each speaker was allowed 3 minutes of speaking time, and no more than 5 speakers are allowed per meeting. Speakers were required to register to speak at the beginning of the meeting and only the first five to register were allowed to speak at that meeting. Subjects were limited to the issues surrounding the future development of the Airport Property.

Final Recommendations
Almost nine months after they were created, the committee completed their process when they finalized a list of recommendations for the Airport. The recommendations were compiled into a final report called "New Opportunities & Recommendations for Redevelopment of Albert Whitted Airport, Our Vision of Tomorrow" and contained thirty-six (36) specific recommendations. On september 16, 2004 the committee chairman presented the committee's final report to city Council for adoption. The committee recommendations were later integrated into the Airport Master Plan process started in 2005.
