Analyzes projected need, current condition, and expected depreciation for leisure services facilities and administers long and short range capital improvement programs to maintain or upgrade facilities and property. Establishes budgets and schedules for CIP projects. Interacts with other City departments, consultants, architects, and engineers; and represents the department at City Council meetings.

Responsible for the overall coordination and monitoring of all phases of complex public sector capital project design and construction including planning, organizing, evaluating, assigning, and supervising the work from design through completion. Coordinates all phases of the work with City departments, other agencies, and neighborhood groups. Coordinates the work of design consultants to assure compliance with project scope, budget, and schedule. Prepares and maintains detailed reports of project design and construction activities and conducts pre-bid and pre-construction meetings to establish project procurement and construction requirements. Oversees construction process to confirm work is constructed in accordance with plans and specifications.
