Mission Statement

The mission of the Engineering & Capital Improvements Department is to provide proficient survey, mapping, engineering and architectural design, and construction inspection services for capital improvement and major maintenance projects; to plan, design, and construct facilities and improvements of the highest quality in the most cost effective manner for the residents and visitors of St. Petersburg; and to provide courteous and timely processing of permit applications.

Director

Brejesh Prayman, P.E.

Brejesh Prayman, P.E., ENV SP, serves as the Director of the Engineering and Capital Improvements Department. His 14 years of experience included projects of various disciplines and joint partnership projects with County, State, Federal and Private Agencies. He has administered and overseen multiple underground and above ground infrastructure and facility Projects. Under his guidance, ECID accomplished what many said would be impossible: the successful completion of almost $70 M of “fast-track” capacity improvements to the City’s sanitary sewer system most of which ahead of schedule and on budget.  When this ambitious plan was rolled out in late October 2016, many people said it couldn’t be done. This was achieved while all improving efficiencies in the Department’s operations and services provided to the City’s residents and overseeing the Department’s annual project budget exceeding $450M in projects. Brejesh is a strong proponent of sustainable and innovative design.  

City Architect

Raul Quintana

Responsible for planning, directing, and supervising the development and implementation of a long range Capital Improvement Program (CIP) for the City's facilities. Works with City departments to analyze projected needs, current conditions, and Capital replacement for City facilities and administers long and short range capital improvement programs to maintain or upgrade facilities. Establishes budgets and schedules for CIP projects. Interacts with other City departments, consultants, architects, and engineers.
