Building Related Permit Fees

Affidavit Permit
If authorized by the POD prior to start of construction

Permits

Construction Valuations for permit fee purposes

Permit fees for new construction shall be based on the valuation of the proposed work.

  • Where the valuation does not exceed $500.00: Inspection Necessary $45.00

For a valuation over $500.00, up to and included $1,000,000.00
First $500.00 

  • Residential $45.00
  • Commericial $60.00
Plus, for each addition $1,000 or fraction there of
  • Residential $7.50
  • Commercial $10.00
For valuation over $1,000,000.00
  • First $1,000,000.00 $7,543.00
  • Plus, for each additional $1,000.00 or fraction thereof $3.00

Permit Extension

  • Commercial $75.00
  • Residential $50.00
  • Extension after permit expiration $250.00
  • Extension of 2 or more permits for same parcel $350.00
Permit Fee for App. with inspections performed by outside entity
(contracted by applicant)

The permit fee for an application when the Building Official has approved the request of the applicant to have an outside entity, contracted by the applicant, perform the required inspections shall be $1.00 per  sq ft of the proposed structure
  • Minimum fee (this does not include any fees paid to the outside entity) $55.00
Refunds of Permit Fee Only

  • Work has not commenced and the permit is less than 6 months old $75.00 minus the permit fee paid
  • Work has commenced or the permit is over 6 months old $No Refund
Residential
  • Residential property owners obtaining permits without a contractor shall be charged a surcharge for permits for work costing more than $2,000. $20.00

  • Tankless hot water heater unit changeout (with plumbing) $65.00

Special Project Fee
  • A fee charged for special services requiring staff research, inspections, document preparation and other assistance that is beyond the scope of services routinely provided by a department. The fee will be calculated based on actual staff time and other related costs that are incurred in order to complete the request $30.00 (minimum)
Transportation Impact Fee:
  • To be assessed in accordance with Pinellas County Ordinance 85-43 and its subsequent amendments except as additionally required in the Gateway Areawide Development of Regional Impact.  See the TIF schedule page for more information.

Building Related Plan Review Fees

Plan Review

  • One- and two-family dwellings or additions thereto $30.00
  • Multifamily, commercial and industrial, and where plans are submitted, the plan review fee shall be 20 percent of the permit fee with the minimum fee $50.00
  • Plan consultation fee (preliminary building plan review), (the cost of staff shall be applied as a credit for applicable plan review fees at the time the permit application is submitted for plan review) $100 plus the cost of staff attending the meeting
  • Plan review fee for plans reviewed by a private entity contracted by the permit applicant, pursuant to the provisions in F.S. 553.791 (this does not include any fees paid to the outside entity). $45.00 minimum fee, or one-half of the fee calculated
  • Plan review fee for master plan (which is intended to be used for multiple properties) for new single-family structures:
  • Review of a master plan $145.00
  • Review of an individual application building using an approved master plan $65.00
Plan Revision Review Fee

Commercial revisions review:
  • One page $45.00
  • Each additional page $12.00
Residential revisions review:
  • $45.00
Certificates and Release of Power

Certificate of Occupancy (C.O.)
  • C.O. Single-family and duplex residential $75.00
  • C.O. Commercial $125.00
  • C.O. Temporary Single-family residential per unit $75.00
  • C.O. Temporary Commercial, per unit (90 days) $200.00
  • Each additional 30 days $200.00
Certificate of Completion (C.C.)

Certificate of Use
  • Certificate of Use for single-family residential $50.00

Change of Use

Inspections

  • Reinspection fee after a failed reinspection for non-compliance with at least one of the same code deficiencies $100.00
  • New business inspection request $100.00
  • Single-family consultation and partial inspection $65.00
  • Inspection appointments per Division procedure $75.00
  • Saturday inspection with min. of three inspections (fee per inspection) $90.00
  • Commercial partial inspections unless waived by POD due to complexity of a project $65.00
Plan Review
  • Expedited plan review (first review) 130% of plan review fee
  • Expedited plan review (second and each subsequent review of same plan) 40% of plan review fee
Flat Fee Permits
  • Photo voltaic systems $385.00
  • Solar Water Heater (plus electric permit if required) $250.00
  • Solar Pool heating $150.00
  • Pools/spas above ground (plus electric permit if required) $125.00
  • Pools/spas in ground (plus electric permit if required) $250.00

  • Antennas more than 30 feet above grade $100.00
  • Other – Plumbing with no required plan review and one inspection $100.00

To be assessed in accordance with Chapter 27

Special Projects Fee

A fee charged for special services requiring staff research, inspections, document preparation and other assistance that is beyond the scope of services routinely provided by a department.
