The Request for Proposal Process
The City of St. Petersburg has utilized United State Department of Housing and Urban Development (HUD) funding to acquire and assemble a 16 +/- acre industrial site called the Dome Industrial Park Pilot Project Area. HUD requires that the money expended from the City’s Section 108 Loan generate employment opportunities for persons who are low to moderate-income. The City estimates that it will expend approximately $4,800,000 in HUD funds on this project. Every effort will be made to encourage employers to train/hire low to moderate-income residents of the City’s Neighborhood Revitalization Strategy Area (NRSA) (click here to view NRSA map) for jobs that will eventually pay more than low to moderate income salaries. HUD requires that one full-time equivalent job is created for every $35,000 of funds expended. Therefore, every business that establishes a facility on this site, is required to document and report to the City of St. Petersburg, its employment figures to include the demographics and address of persons hired. The City will assist each business with this minimal reporting requirement.

The City of St. Petersburg issued a Request for Proposals for the development and sale of the DIP Pilot Project. The deadline to submit proposals was 1:00 pm, local time, June 10, 2005. Click here to download the responses to the Request for Proposal.
At its meeting on June 22, 2005, the City of St. Petersburg's Dome Industrial Park Selection Committee ("Committee") has concluded its first meeting. The Committee has "short listed" two of the four proposers, namely U.S. Department of Labor and Dome Industrial Development I, LLC, for additional consideration.
The Committee is scheduled to meet on June 30, 2005 at 2:00PM for the purpose of finalizing the selection process.
The Dome Industrial Park Pilot Project Selection Committee met on July 6, 2005 and unanimously selected the proposal from the Department of Labor for the construction of a Job Corps Center for presentation to City Council.
