Project Area Investment
The City of St. Petersburg is leading a concerted effort to revitalize and redevelop the Dome Industrial Park. In addition to a complete package of financial incentives, training, business counseling and tax credit programs, a large number of economic development projects are taking place in the Dome Industrial Park and along its 22nd Street South location. The following projects represent over $85 million in new investment in the Dome Industrial Park area. In March 1999, St. Petersburg City Council approved the Dome Industrial Park Plan to increase the opportunity for investment and improve economic conditions of the 122-acre industrial park. The Dome Industrial Park Plan is designed to enhance the City’s oldest industrial district and support the 122 businesses and 1,000 employees located in the Park. The City is working with a number of businesses to complete expansion plans throughout the Dome Industrial Park. Major employers in the DIP include Film Technologies Inc., Elreha Printed Circuits Corporation, Bama Seafoods, Euro-Bake, and the St. Petersburg Clay Company. Implementation of streetscape, signage and utility improvements has begun for the entire Dome Industrial Park beginning with 5th Avenue and 22nd Street South. A shared parking facility and a monument/signage program are also underway. Current City efforts are focused on the 16+- acre project site at 5th Avenue South and 22nd Street for which the City is seeking proposals. A $7.5 million budget has been utilized to complete building acquisitions/demolition, environmental clean-up, and infrastructure improvements. At the southern end of the site is the Manhattan Casino, a two-story, 12,000-square foot building. The building was constructed in the early twenties and is listed as a local historical landmark with significant cultural significance to south St. Petersburg and, specifically, the African-American community. The City has purchased the structure and is rehabilitating the building to facilitate an alternative use that preserves this historical structure. Just to the south of the Dome Industrial Park is the 22nd Street South Commercial District. The 22nd Street South Redevelopment Corporation, Inc. is focusing on the revitalization of the 22nd Street South Business Corridor and received Florida Main Street Designation for 22nd Street South in 2001. Improvements already made along 22nd Street South include crosswalks, lighting, textured sidewalks and streetscapes, as well as reclaimed waterlines. Along 22nd Street South a number of projects area underway including the Mercy Hospital site, located at 1344 22nd Street South. The site contains approximately 6 acres, with the only structure on the site being a vacant approximately 3,900 square foot building that was once Mercy Hospital. The structure was built in 1923 and was designated a local historical landmark in 1994. The City purchased the site and completed demolition and tank removal. Construction has been completed on a new medical facility on the western 1/3 of the site. An alternative reuse for the western portion of the site, focusing on residential development, is in its planning stages. The St. Petersburg Housing Authority (SPHA) has completed the redevelopment of the Jordan Park public housing site, to the immediate west of 22nd Street South, as part of a $27 million Hope VI grant. The 237 new or renovated residential units contribute to the revitalization of the commercial district. The SPHA has also constructed an Achievement Center on 22nd Street South that provides computer training, and human and social services for Housing Authority clients and also houses St. Petersburg College's Midtown Campus. A new elementary school, Perkins Elementary, has been built at the northwest corner of 22nd Street and 18th Avenue South. It is a highly sought after arts magnet program for Pinellas County schools that draw students from throughout Pinellas County. The Southern anchor on 22nd Street South is the Tangerine Avenue Community Redevelopment Area (TACRA). A Community Redevelopment Plan for approximately 21 acres at the Northeast, southeast and southwest corners of the intersection of 22nd Street South and 18th Avenue has been approved. On the northwest corner is Tangerine Plaza, a 47,000 SF commercial center, currently under construction. A 38,000 SF Sweetbay grocery store will anchor the project which is projected to open in Fall 2005. Approximately 9,000 SF of retail space is available in the Tangerine Plaza project. The City of St. Petersburg is currently seeking additional commercial development on the southeast and southwest corners of the Tangerine Avenue Redevelopment Area. The sites offer generous incentives, limited competition and 12,500+ persons in the one mile radius surrounding the site. The Grand Central Main Street area is the northern anchor for the Dome Industrial Park. The Grand Central Business District is focusing on the revitalization of the Central Avenue Business Corridor form I-275 to 28th Street. The Central Business District received Florida Main Street Designation for 22nd Street South in 2001. Numerous urban village style projects in the Grand Central are underway. The area is undergoing a renaissance and is becoming a prominent arts and design district.
