The City of St. Petersburg's Housing and Community Development Department has developed a five-year Consolidated Plan, spanning the years 2005-2010.  Each municipality, that receives federal funding from the U.S. Department of Housing and Urban Development (HUD), is statutorily required to create a five-year Consolidated Plan. 

This five-year Consolidated Plan, is a planning tool used to guide each municipality on the use of federal funding anticipated to be received from 2005 through 2010.  These HUD funds, which include Community Development Block Grant, Home Investment Partnership Grant, and Emergency Shelter Grant, are required to be used to address the City's housing, community and economic development and public service needs.   

The goal of the five-year Consolidated Plan is to identify the City's overall needs for affordable housing and non-housing community development activities such as services for the homeless, households with special needs, community facilities and economic development, and create a framework to address those needs. Consolidated Planning - A Historical Perspective

The City of St.  Petersburg's original Five Year Consolidated Plan was written and submitted to the U.S. Department of Housing and Urban Development in August 2000, in response to the notice of the availability of Community Development Block Grant (CDBG), Home Investment Partnership (HOME) and Emergency Shelter Grant (ESG) funds.  That   plan covers the period of October 1, 2000 through September 30, 2005.  The lead agency for the preparation and implementation of that plan was the City of St. Petersburg's Housing and Community Development Department.  As a part of that plan development process, input on housing, community development and support service needs, issues and initiatives were solicited from citizens and organizations year round.  That included the steps outlined in the Citizen Participation Plan and through participation in the meetings of committees, advocacy groups and organizations such as the St. Petersburg Chamber of Commerce's Bi-racial Community Alliance/Housing and Urban Environment Committee; coalitions of non-profit housing development and supportive service organizations; neighborhood associations and Neighborhood Partnership area planning teams; the Housing Roundtable; and the W.I.N. (Working to Improve our Neighborhoods) Coalition. The Department also derived information on housing and community development needs and issues through participation on a number of housing advocacy and support service organizations, including the Affordable Housing Corporation of Pinellas County, the West Central Florida State Housing Initiatives Partnership (SHIP) Steering Committee, the Pinellas County Coalition for the Homeless and its Strategic Planning Committee, the HRS/Pinellas County Health Unit - Lead Intervention Team's Steering Committee, and a countywide Funder's Collaborative.

In addition, the Department collaborated with other city departments on Neighborhood Partnership teams and other program initiatives, the Pinellas County Community Development Department and County Consortium, the St. Petersburg Housing Authority, and other housing and support service organizations on grant applications, plan compliance reviews and the consistency certification process. Starting in 2004, the City of St.  Petersburg's Housing and Community Development Department embarked upon developing its second five-year plan.  As a result of a number of Public Forums and a number of meetings, discussions and communications, a revised set of priority needs has been created.  These priority needs reflect a more streamlined and direct approach to our priority needs.
