How We Help
The City of St. Petersburg’s Department of Housing and Community Development administers a variety of federal state, and locally-funded community development programs. These programs aim to provide affordable housing, public facility improvements, and supportive services for the very-low, low- and moderate-income residents of the city.

Consolidated Plan
In 1999, the City of St. Petersburg, through an initiative established by the U.S. Department of Housing and Urban Development, created a five-year Consolidated Plan. Through this five-year Consolidated Plan a needs assessment was performed that identified specific housing, public facilities and improvements, economic development, and social needs, and provided estimates of the total funds required to meet those needs.  In 2004, the City undertook a similar process to update and re-evaluate priority needs and related issues.  The outcome was what is now call the Five Year Strategic Plan.

Annual Action Plan
Each year, Housing and Community Development staff members prepare an Annual Action Plan for consideration and approval by City Council. The goal of the plan is to meet the needs identified in the five-year Consolidated Plan. Proposals are solicited by the City for suitable projects and public services which meet identified needs. City and County agencies, non-profit organizations, and community groups are eligible to participate. The Annual Action Plan describes the specific projects that will be funded in the upcoming fiscal year with the City’s annual federal, state and local funding allocations. Funding decisions are reviewed and discussed by the Housing Roundtable and submitted to City Council for funding.
