The Benefits Division staff provides administrative services for employees and retirees in such areas as enrollment, changes in enrollment, termination of coverage and acting as a liaison with the City's insurance carriers for coverage and claims issues.

Group Benefit Plans are available to regular full-time employees and their eligible dependents after 90 days of employment and temporary full-time employees and their eligible dependents hired for over six months. Group Health Plans
Three group health plans are available through the City's insurance carrier, CIGNA, for eligible employees and their covered dependents:
Open Access Plus Plan
This is a Preferred Provider Organization plan (PPO) which provides services through a provider network with coverage levels generally ranging from 80% to 100%. Services can also be provided by out-of-network providers on a fee-for-services basis.
Network Plan
This is a A Health Maintenance Organization plan (HMO) which provides services through a network of providers. Specialist referrals are required. Out-of-network services are not covered.
Network Open Access Plan
This is an Exclusive Provider Organization plan (EPO) which provides services through a network of providers. Specialist referrals are not required. Out-of-network services are not covered.
Group Dental Plans
The Prepaid Plan is a Dental HMO that provides services by a participating dentist. Many general and specialty services are provided for a small copayment. Other specialized services are provided at discounted rates.
The Preferred Provider Plan provides services by a dentist participating in the network or by an out-of-network dentist on a fee for service basis.
Group Vision Plans
The Basic Plan provides one eye exam or contact lens exam per year with discounts for lenses and frames obtained from a participating provider.
The High Option Plan provides services from participating providers for a copayment and provides an allowance for lenses, frames and contact lens.
Group Life and Accidental Death & Dismemberment (AD&D) Plans
The city pays for basic term life insurance and AD&D coverage as follows:
Classified employees - $10,000
Professional employees - $20,000
Management employees - $100,000
Sworn Police - Equal to annual base pay, up to $100,000
Fire Captains and District Chiefs - $35,000
Sworn Fire - paid by the City, coverage provided by the St. Petersburg Association of Firefighters.
Supplemental term life insurance for employees, spouses and dependents and supplemental AD&D coverage may be obtained at the employee's expense.
Flexible Spending Accounts
Flexible spending accounts allow employees to deduct funds for health expenses and dependent care from their paychecks on a pre-tax basis.
Employee Assistance Program
This program is provided at no cost to employees and provides such services as short term counseling, legal and financial services and work/life assistance.
