Rick Mussett was hired by the city in 1980, and has been an administrator in the organization since 1987. In his current position he is responsible for five city departments, including the following functions of economic development; property management & realty services; planning, development review services & permitting; redevelopment plans & projects; transportation planning & parking management; engineering, stormwater management & traffic operations; and downtown enterprise facilities (includes Albert Whitted Airport, the Municipal Marina & Port, Bayfront Center and the Coliseum, as well as contract management for the Pier, Florida Power Park and Tropicana Field).
He has a bachelor's degree in public administration from the University of North Dakota and master's degree in urban planning from the University of Michigan.
Rick is a charter member of the American Institute of Certified Planners. Rick also represents the city as a board member for the Mahaffey Theater Foundation and the Tampa Bay Partnership.
