Procurement & Supply Management Director
As the Director of Procurement and Supply Management, Louis Moore plans, directs and supervises the procurement of supplies, services and construction for the city of St. Petersburg. He also supervises and controls the inventory of supplies and sells, trades or otherwise disposes of surplus property.
In August 2013, Louis received the Albert H. Hall Memorial Award, the highest honor given by the National Institute of Public Procurement (NIGP), which is based in Herndon, Virginia. The award recognizes procurement professionals who have made major contributions to the public procurement profession. Recipients receive the designation of NIGP Fellow (FNIGP).
Under Louis’ leadership, the Procurement and Supply Management Department also received the NIGP Pareto Award of Excellence in Public Procurement. The city is one of only eight agencies in the country to have received this distinguished honor and the first to have received it twice, in 2008 and 2013.
As head of the department, Louis implemented eight modules of the Oracle E-Business Suite, enabling the city to fully automate its procurement and inventory functions. He also changed the city’s procurement culture from a tactical, transaction-oriented function to a strategic, value added business partner to its internal customers. The Procurement and Supply Management Department now has strategic partnership agreements with key suppliers, a system that reduces inventory. Louis also developed and implemented the purchasing card program, which provides departments with an efficient, cost-effective alternative to make small purchases of up to $5,000.
The Procurement and Supply Management Department also launched an Environmentally Preferable Purchasing (Green Purchasing) Program and a race/gender neutral Small Business Enterprise (SBE) Program. Louis also chaired the Pinellas County Cooperative Purchasing Program for two terms.
Louis was appointed by the Governor to the Florida Commission for Purchase from the Blind and other Severely Handicapped, serving from 1985 to 1997, and the Minority Business Certification Task Force, from 1995 to 1996.
The NIGP previously honored Louis with its Distinguished Service Award in 2002 and the Chapter Professional Buyer of the Year in 1988. He has served as chairman of several NIGP committees. As an instructor for NIGP, he authored several procurement courses. Louis also served as secretary of the Universal Public Purchasing Certification Council from 2000 to 2007. In 1988, he served as President of the Tampa Bay Area Chapter of NIGP and sat on the NIGP Board of Directors from 1993 to 1999. He was president of the Institute in 1998.
Louis has been a Certified Public Procurement Officer since 1984 and a Certified Professional Public Buyer since 1983. He holds a Bachelor of Arts degree from New Mexico Highlands University and a Master of Public Administration from Kent State University.
