Clifford Smith started with the city of St. Petersburg in June 2013 as the Manager of Veterans, Social and Homeless Services. His responsibilities include coordinating the city's efforts to work with homeless citizens, families, veterans and the agencies who serve them. He also administers the city's Social Action Funding Program, which allocates funding to agencies providing homeless prevention and/or homeless services to the city's  at-risk population. 

He has a bachelor's degree in Social Work from Michigan State University. Clifford came to the city after 35 years serving the needs of homeless individuals, most recently as Assistant Director for Pinellas County Department of Health and Human Services. Mr. Smith has served as the administrator of the Cold Shelter Program for the Homeless for the past 25 years, coordinator of the county's disaster plan for the homeless population, and manager of the Pinellas County Homeless Street Outreach Initiative. He will be representing the city on the Providers and Funders Councils of the Homeless Leadership Board, the Tampa Bay Network to End Hunger, the Low Income Housing Leadership Network, the Emergency Food and Shelter Program, and the Disaster Recovery Leadership Network.
