Budget and Management Director
Thomas A. Greene joined the city of St Petersburg in February 2013 as the director of Budget and Management. His duties include directing activities surrounding preparation of the city's annual fiscal year budget, ongoing budget adjustments, analysis of budget variances, analysis of performance measures related to budgeting and the millage rate, the city-wide Capital Improvement Plan and financial analysis regarding budgetary issues. The Budget and Management Department works closely with the mayor, city administration and all departments to fulfill the budgetary goals of the city of St. Petersburg.
Tom has a diverse background in budget and finance for governments at all levels. He acted as a senior policy advisor to a United States Senator covering issues such as appropriations, budget, banking and housing policy. In the private sector Tom has worked closely with municipal governments assisting them in financing projects through the issuance of tax-exempt or taxable bonds. Additionally, he was responsible for the budget and finance functions of some 30 units of special purpose governments across the state of Florida.
Tom received his B.A. in political science from the University of South Florida and earned a masters in Political Management at The George Washington University. As a long time resident of St. Petersburg, he is involved in various civic and charitable organizations including serving on the board of directors at his children’s school.Budget and Management Department
