Development Services DepartmentThe Construction Services & Permitting Division is responsible for the plan review and inspection components of building permits, as well as service permits, contractor registration, demolition authorization, certificates of occupancy, house plans on file with the city, and temporary use permits.
The Development Review Services Division is responsible for the zoning-related review of site development and redevelopment. This review includes processing of site plans and special exceptions, with variances as requested, to the City's Environmental Development Commission (EDC). The EDC also hears requests for plats, vacations, lot line adjustments. This division also handles applications for signs, sidewalk cafes, alcohol beverage permits, adult uses, street closings, street name changes; and addresses appropriate uses in each zoning district, reviewing applications for certificates of occupancy and the setbacks for building permits.
The Planning Programs Division is responsible for the City's Comprehensive Plan, environmental enhancement, demographic research, annexation, and developments of regional impact (DRIs). Specific areas of responsibility include land use planning, plan amendments and rezonings, preservation area administration, habitat restoration, long-range transportation planning and concurrency management
The Urban Design & Historic Preservation Division is responsible for historic preservation and redevelopment areas in the City. This division implements regulations regarding designation of structures and sites as historic, and the related certificates of appropriateness for alteration of designated structures, neighborhood design review, and community redevelopment.
Business Tax Division
Before doing business in St. Petersburg, you will need a business tax certificate. This is an annual tax for all businesses that are located and operated within the city limits of St. Petersburg. Tax certificates are renewable by September 30th yearly.

Contact the Water Resources department for information on your company's water service and reclaimed water needs. The Department oversees the delivery of approximately 37 million gallons a day of water to St. Petersburg residents. It treats wastewater to meet local, state and federal standards at four water reclamation plants converting it to reclaimed water and selling it to nearly 9,000 customers for landscape irrigation. It manages the largest recycled water system in the United States.
