Billing & Collections Department - Special Assessments Divison
The City of St. Petersburg uses assessments and liens as a means for collecting for improvements and services provided. The Special Assessments Division oversees the collections of several types of assessments. The assessments are created as a result of the City performing work that benefits individual properties as well as neighborhoods.
The Capital Improvement and Voluntary Capital Improvement Assessments are of a one-time nature. These are generally large projects that affect many customers and are not expected to be repeated any time in the near future.
- Area Improvements, Sanitary Sewer, Paving, Sidewalk, Dredging, Seawall and Reclaimed Water
Non-Capital Improvement Assessments are continuing assessments and are projects that may be repeated many times and are generally located at individual addresses.
- Lot Clearings, Demolitions and Securing Property
The Special Assessments Division manages the filing of these liens, their subsequent releases, sends out annual billings, processes payments, performs searches of record and provides payoff amounts to individual property owners as well as title companies. This office also maintains many files of historical records relating to the lien filing and releases.
