Mortgage & Utility Payment Assistance Grant Program

Renters who need assistance with rent and utility payments due to COVID-19, visit

Applications for the Coronavirus Relief Fund were accepted through Nov. 13, 2020. Homeowners will still be able to apply for COVID-related mortgage and utility assistance with the Mortgage & Utility Payment Assistance Grant Program application, as of Jan. 2, 2021.

How it Helps

The Mortgage & Utility Payment Assistance Grant Program (formerly known as the Coronavirus Relief Fund) provides grants to eligible homeowners who are currently unemployed or underemployed as a result of COVID-19 and have fallen past due with mortgage or utility expenses and/or are in jeopardy of future payment delinquency due to lost or diminished income.

Assistance is available for the following expenses:

  • Mortgage Payments
  • Homeowners Association Fees
  • Electric
  • Gas

Please note, funding will not be awarded if:

  • Mortgage or utility payments were delinquent prior to Dec. 1, 2020
  • Mortgage or utility payments are delinquent for any reason other than the results of COVID-19
  • Mortgage payments were more than 90 days late during 2020 or in Lis Pendens (foreclosure)
  • Homeowner is obligated to the State, Federal or local government for liens or assessments
  • Mortgage payments are currently delinquent 90 days and the homeowner cannot provide evidence that payments can be maintained moving forward
  • Homeowner is currently in a mortgage forbearance agreement with the primary lender
  • Liquid assets exceeding $6,000
  • Homeowner voluntarily resigned employment for any reason other than related to COVID-19


The total household income cannot exceed 80% of the Area Median Income (AMI) for the St. Petersburg/Tampa/Clearwater geographic area as adjusted for household size. Those in a forbearance program (when the mortgage servicer or lender allows a temporarily paused or reduced mortgage payment) with their mortgage lender are not eligible for the Mortgage & Utility Payment Assistance Grant Program and need not apply.

The property must be:

  • A single-family home
  • Located within the St. Petersburg municipal boundaries
  • Occupied as the principal homestead residence of the homeowner
  • Valued at less than 90% of the average sales price established within the Clearwater-Tampa-St. Petersburg geographic area ($294,601)
