Self-Service Portal

The Benefits Division administers the following programs:

  • Group Health Plans
  • Group Dental Plans
  • Group Vision Plans
  • Group Life and Accidental Death and Dismemberment (AD&D) Plans
  • Flexible Spending Accounts
  • Employee Assistance Program
  • Wellness Programs

The Benefits Division staff provides administrative services for employees and retirees and acts as a liaison with the City's insurance representatives for coverage issues.

2020 Open Enrollment 

Open Enrollment is Feb. 12-28, 2020. Below you will find important information and documents for this year’s Open Enrollment. Please note important dates as seen below and as outlined in the Benefits Guide, Open Enrollment presentation and emails from the Benefits Division. All required documents, including birth certificates, marriage certificates and Age 26 and Over Forms must be submitted to the Benefits Division no later than March 6, 2020.  Also, a valid Social Security Number must be provided for each covered dependent.

City’s Life Insurance

Complete the Evidence of Insurability (EOI) Form if you or your dependent(s) do not have current supplemental coverage through TheStandard or are electing an increase in coverage. Submit the completed form(s) to TheStandard by emailing to, faxing to 971-321-5996 or mailing to the address on the form by March 6, 2020.

Flexible Spending Accounts (FSA)

You must re-enroll in FSA and make your annual contribution election in Oracle Self-Service each plan year.  Your current elections will NOT be carried over into the 2020 plan year.
