Financial Accountability

The City of St. Petersburg is committed to the idea of “Government in the Sunshine,” and the responsible, documented use of government resources. The City works to enhance government transparency by providing access to financial and budgetary processes, reports, and documents, organized below. The public is able to explore budget and other financial data on OpenGov, the City's interactive reporting tool.

December 2022 - Budget Department develops FY24 budget instructions
January 2023 - Capital Improvement Budget Kickoff meeting
February 2023 - Operating Budget Kickoff meeting and CIP Budget Line Item Review Meetings
March 2023 - Line-Item Review meetings for all departments with Mayor, City Administrator, and Budget Department staff

Budget Open House

The public was invited to learn about the City of St. Petersburg’s proposed budget for Fiscal Year 2024 and share their thoughts and priorities with the Mayor and City officials at the yearly Budget Open House on April 17, 2023. The Budget Open House included an overview of the proposed Fiscal Year 2024 Budget, remarks from Mayor Kenneth T. Welch and City Council and an opportunity for public comment.

Other Budget Milestones

July 1, 2023 – Pinellas County Property Appraiser certifies the Preliminary Tax Roll
July 13, 2023 – Mayor submits recommended FY24 Budget to City Council
July 20, 2023 – City Council adopts tentative millage rate and sets September FY24 Budget Public Hearing dates/times 

Adoption

The City of St. Petersburg will host public hearings for the Fiscal Year 2024 City budget.

  • Public Hearing #1: City Council adopts the tentative FY24 City Budget and millage rate.
    Sept. 14, 2023 at 6 p.m.
  • Public Hearing #2: City Council considers adoption of the final FY24 Budget and millage rate, and approval of the Capital Improvements Plan.
    Sept. 28, 2023 at 6 p.m.

The public hearings will take place in Council Chambers at City Hall (175 5th St. N.). They will also be broadcast live on stpete.org/TV and digital cable channels:

The City of St. Petersburg is responsible for submitting Annual Financial Reports to the Florida Department of Financial Services in accordance with Section 218.32 of Florida Statues. Reports can be found here.
