Northeast Water Reclamation Facility Improvements Project

Project Overview

The Northeast Wastewater Reclamation Facility (NEWRF), located at 1160 62nd Ave. NE., provides essential wastewater and reclaimed water services for the Northeast Service Area. The NEWRF was originally constructed in the 1950s and has undergone various expansions and upgrade projects throughout the years with the last major upgrade completed in 1981. The NEWRF has a permitted capacity of 16 million gallons per day annual average daily flow.

The improvements at the NEWRF will not only improve safety, maintenance and operations, but also enhance reliability, resiliency and sustainability for the facility and the community. The key components of the project include:

  • Upgrading the facility’s electrical distribution system with modern equipment due to its age, deteriorated condition and diminishing availability of replacement parts
  • Replacing the distribution pump system to increase efficiency and reliability of pumping reclaimed water to our customers
  • Installing a new deep injection well to provide additional capacity for treated effluent disposal during wet weather flows

The project is currently in the design phase and will comply with the City Code requirements for Envision (City Code Chapter 2 Article 5 Division 5, Sustainability and Resiliency of City Facilities). Envision is an independent infrastructure rating system for evaluating and rating the community, environmental and economic benefits of infrastructure projects.

POTENTIAL PUBLIC IMPACTS

Construction will be limited to within the NEWRF site. Once construction begins, neighboring residents, schools and businesses may hear construction activity on weekdays, from 7 a.m. to 7 p.m. At times, work at night or on the weekend may be required as these are generally times of lower plant flows and this will minimize service interruptions. During these instances, residents will receive advance notice of any work that occurs outside of normal construction hours.

Residents may also notice construction traffic in the area. Construction traffic, including heavy equipment deliveries, will access the NEWRF from the facility entrances on 62nd Ave. NE.

Project Timeline

  • Through Spring 2022: Complete Design and Permitting
  • Fall 2022: Contractor to Mobilize to Site and Construction Start
  • Fall 2024: Construction Complete

Schedule is subject to change based on weather, permitting or other unforeseen conditions.
